Формы сослагательного наклонения употребляются также после безличных оборотов: It is desirable---желательно; It is imperative---крайне необходимо; It is essential---важно; It is requested---просьба; It is natural--- естественно; It is reasonable---разумно; It is obligatory---обязательно; It is fair---справедливо

Формы сослагательного наклонения употребляются также после глаголов:

to agree , to insist, to recommend, to arrange , to request and some others;

He recommended that the title of the article was changed(be changed, should be changed)
